Personally, I think a combination of memorizing words, and then reading and listening is good. Or, you can read and listen, and try to write down the new words. Look them up if you need to, then try to use them.
One useful strategy is to use "collocations" or word groupings to remember phrases. For example, certain words always go together, like "book a hotel" "book a reservation" "book a table at a restaurant." If you can remember all 3 phrases with "to book... something", sometimes you can remember them better.
